Everything You Need to Know About ULEZ in 2025

If you’re a driver in the UK, understanding ULEZ (Ultra Low Emission Zone) rules is now more important than ever. With the expansion of London’s ULEZ to all boroughs and the rollout of Low Emission Zones (LEZ) and Clean Air Zones (CAZ) in cities across the country, staying informed could save you hundreds of pounds a year.

What is ULEZ?

The Ultra Low Emission Zone (ULEZ) was first introduced in 2019 to reduce air pollution in London by charging older, more polluting vehicles. As of August 29, 2023, ULEZ now covers all 32 London boroughs and operates 24 hours a day, seven days a week, 364 days a year (excluding Christmas Day).

The ULEZ charge applies to:

  • Diesel vehicles that do not meet Euro 6 standards
  • Petrol vehicles that do not meet Euro 4 standards
  • Motorcycles that do not meet Euro 3 standards
  • If your vehicle doesn’t meet the required emission standards, you’ll be charged £12.50 per day to drive within the zone.

    What Are Euro Emission Standards?

    European emission standards are rules set by the EU to define acceptable limits for exhaust emissions of new vehicles. These standards are split into "Euro" levels — the higher the number, the cleaner the engine.

  • Euro 3: Standard for motorcycles (from 2007)
  • Euro 4: Standard for petrol cars (from 2006)
  • Euro 5: Introduced in 2011
  • Euro 6: Standard for diesel cars (from 2015)
  • To drive in the ULEZ without paying, your vehicle must meet the correct Euro standard.

    ULEZ Compliant Petrol Cars

    Petrol cars must meet Euro 4 emission standards to be ULEZ compliant. Most petrol cars registered after January 2006 will meet this requirement.

    If your petrol car is Euro 5 or Euro 6 compliant, it’s also exempt from ULEZ charges.

    ULEZ Compliant Diesel Cars

    Diesel vehicles face stricter regulations. To avoid ULEZ charges, diesel cars must meet Euro 6 standards.

    This generally applies to vehicles registered after September 2015, although some earlier models may also be compliant.

    ULEZ Compliant Hybrid and Electric Vehicles

  • Petrol hybrids must meet Euro 4
  • Diesel hybrids must meet Euro 6
  • Fully electric vehicles are always ULEZ compliant as they produce zero tailpipe emissions

  • How to Check if Your Car is ULEZ Compliant

    You can:

  • Use the TFL ULEZ checker by entering your registration
  • Check your V5C logbook for emission standards (look under section D.2)
  • Contact your vehicle manufacturer or request a Certificate of Conformity (CoC)
  • Always double-check, as online tools aren’t 100% accurate.

    ULEZ Charges and Penalties

  • Cars, vans, and motorcycles that are non-compliant: £12.50/day
  • HGVs, buses, and coaches: £100/day
  • Failure to pay: Fine of £180 (reduced to £90 if paid within 14 days)
  • What is a Low Emission Zone (LEZ)?

    Low Emission Zones are areas where high-polluting vehicles are discouraged or charged. London’s LEZ has been active since 2008 and operates 24/7.

    Unlike ULEZ, the LEZ mostly applies to larger vehicles like lorries, vans, and buses. However, ULEZ operates within the LEZ and applies to cars and motorcycles as well.

    What is a Clean Air Zone (CAZ)?

    Across the UK, cities like Birmingham, Bath, Bristol, and Sheffield are implementing Clean Air Zones.

    There are four classes:

  • Class A: Buses, coaches, taxis
  • Class B: Class A plus HGVs
  • Class C: Class B plus vans
  • Class D: Class C plus private cars
  • Charges vary by city and vehicle type.

    Examples:

  • Birmingham CAZ (Class D): £8 for cars, £50 for HGVs
  • Sheffield CAZ (Class C): £10 for vans, £50 for HGVs
  • Glasgow LEZ: £60 fine for non-compliance
  • What is Oxford’s Zero Emission Zone (ZEZ)?

    Oxford is trialling the UK’s first Zero Emission Zone, charging:

  • £2 for ultra-low emission vehicles
  • £4 for low emission vehicles
  • £10 for non-compliant vehicles Active 7am to 7pm daily.
  • Can I Make My Car ULEZ Compliant?

    You can retrofit your car, but it’s often costly and requires re-certification by the DVSA. For most drivers, it’s cheaper and easier to sell your non-compliant car and buy a ULEZ compliant petrol, diesel, hybrid, or electric vehicle.

    Are There Exemptions from ULEZ?

    Yes. ULEZ exemptions include:

  • Historic vehicles (over 40 years old)
  • Disabled passenger vehicles
  • Military vehicles
  • Vehicles retrofitted with Clean Vehicle Retrofit Accreditation Scheme (CVRAS) technology
  • What Is the ULEZ Scrappage Scheme?

    To help with the transition, the ULEZ scrappage scheme offers up to £2,000 to Londoners who scrap non-compliant cars or motorcycles. There are also grants for vans and minibuses.
