What is ULEZ? The Ultra Low Emission Zone (ULEZ) operates 24/7, 365 days a year, except Christmas Day. It was introduced in March 2015 by the then Mayor of London, Boris Johnson, with the intention of improving air quality in the capital. It formally launched in April 2019. ULEZ is one of the world’s most ambitious efforts to combat urban air pollution, now covering 932 square miles, making it the largest urban anti-pollution zone globally. Its aim has always been to remove the most polluting vehicles from London's roads, thus benefiting nine million residents. A £160 million scrappage and retrofit scheme supports Londoners in transitioning to cleaner vehicles, with over £121 million committed to date. This initiative has already resulted in more than 37,200 successful grant applications, aiding in the removal of older, polluting vehicles from London's roads. ULEZ uses Automatic Number Plate Recognition (ANPR) cameras to enforce compliance, with the aim of halving nitrogen oxide (NOx) and particulate matter (PM10) emissions from vehicle exhausts in the capital. Vehicles travelling within the zone are required to meet strict emissions standards or pay a daily charge. Since its 29 August 2023 expansion, ULEZ has proven highly effective. According to a recent report, 95% of vehicles driving in London now comply with ULEZ emissions standards, a significant increase from 39% compliance city-wide in February 2017. Indeed, the expansion has led to a reduction of 77,000 older, more polluting vehicles, representing a 45% decrease compared to June 2023. The compliance rate in outer London jumped by 10 percentage points since the ULEZ consultation began, with 95% of vehicles now meeting emissions standards. This increase is particularly notable, as compliance rose from 90.9% in June 2023 to 95.2% in September 2023, immediately following the ULEZ expansion.
What areas are affected by ULEZ? When initially instigated, ULEZ affected areas within the North and South Circular Roads in London – but it was expanded on 29 August 2023 to encompass a broader area. This means that ULEZ now operates across all 32 London boroughs, its reach extending almost as far as the M25.
